Hydro-Québec’s Flex D rate intrigues everyone and almost no one explains it clearly. Here’s how it works, who it pays off for, and how to never lose with it.
Dynamic pricing, in one sentence
Instead of paying the same price all year, you pay less most of the time, in exchange for a higher price during a few hours of very high demand — the peak events. Shift some of your consumption during those hours, and you come out ahead.

Outside peaks (over 95 % of winter), electricity costs less than the base rate.
The peaks
From December 1 to March 31, 30 events maximum per winter, between 6-10 a.m. and 4-8 p.m. — never overnight or full weekends.
The peak price
During those hours (max 5 % of the season), the price rises sharply. That’s the time to ease off.
Two options not to confuse
- Flex D rate: you change rates. Cheaper off-peak, more expensive during peaks. Ideal if you can cut back during peaks.
- Winter Credit Option: you keep the base rate, and Hydro credits you 50 ¢ per kWh avoided during peaks. No penalty if you don’t reduce — zero risk.
Shift, without thinking about it
The secret is moving your biggest uses out of peak hours — ideally automatically:
- Lower the heat slightly during the 4 peak hours (the house keeps its warmth).
- Schedule the EV charger to charge overnight.
- Shift the dryer, dishwasher and water heater off-peak.
- Hand it all to smart thermostats that manage peaks automatically.
How much can you really save?
It comes down to one thing: your ability to ease off during peaks. A household that shifts its heating, vehicle charging and big appliances out of peak hours can save meaningfully over the winter. Conversely, someone who consumes heavily during every peak without changing anything could pay a bit more. The golden rule: Flex D rewards those who organize — and automation makes it easy.

How does the Flex D rate work?+

Could I end up paying more?+
Yes, if you consume a lot during peaks without changing anything. But Hydro announces peaks in advance: by cutting back during those hours, you save over the year.
How is it different from the winter credit?+
The winter credit keeps the base rate and pays you 50 ¢ per kWh avoided at peak, with no penalty. Flex D changes your rate outright: more rewarding, but you must reduce at peak.
How do I reduce during peaks without thinking about it?+
By automating: smart thermostats that lower heating at peaks, an EV charger scheduled overnight, big appliances shifted off-peak.
Is Flex D good for everyone?+
Mostly for those who can shift consumption. If you’re always home with heavy electric heating at peak, the winter credit may be safer.
How do I sign up for the Flex D rate?+
Enrollment is done in your Hydro-Québec Customer Space. It’s free and you’re never penalized for participating.
Can I switch back to the base rate?+
Yes. The rate is reversible under Hydro-Québec’s conditions. Many try it for one winter to see the effect on their bill.
Can I combine Flex D and the winter credit?+
No: they’re two separate options. Flex D changes your rate; the winter credit adds to the base rate. You choose one or the other.
